Ask for carriers by set-aside status and the record at once: a certified small, veteran-owned, HUBZone, or women-owned carrier with active authority, insurance on file, and the safety history you require. Filter for that, and for anything else the record holds.
- Certified. The designation comes from the carrier's SAM.gov registration, with dates, so the spend can be reported and defended.
- Capable. Equipment, cargo, lanes, fleet size, and the connected entities, so the list is carriers that can actually move your freight.
- Current. Verified the week the list ships, not the year the census file was published.
Find the carriers that have not hired a dispatcher yet.
New authorities and one-truck fleets are the carriers still running their own phones. Filter by authority age, fleet size, equipment, and home state, and reach them before the load boards do.
- New. Authority granted in the last 30, 90, or 180 days.
- Small. One to three power units, owner-operators and family fleets.
- Reachable. The registered contact, verified against the filing, with its source and date.

Describe the lane and the freight. Get carriers with the right equipment, the right cargo history, active authority, and insurance on file, each with the record that answers "show me how you vetted this carrier" before the load moves.
- Matched. Equipment, cargo, and operating region from the record, not a keyword.
- Vetted. Authority, insurance, inspections, crashes, and connected entities on every name. Clean carriers are never flagged; flagged carriers say why, in the record's words.
- Defensible. The list you cover from is the list you can produce later. Order a Certified Diligence Report on any name.

- 8(a) Business Development. Socially and economically disadvantaged small business, SBA-certified.
- Women-owned small business, and EDWOSB: economically disadvantaged women-owned.
- Veteran-owned small business, and SDVOSB: service-disabled veteran-owned.
- HUBZone. Historically underutilized business zone.
- Minority-owned, as designated in the registration: Black American, Hispanic American, Native American, Asian-Pacific American, Subcontinent Asian American.
- Small business, by the NAICS size standard on the registration.

Several states pay you back on the state return for spend with certified small and disadvantaged carriers on state-funded work, and federal buyers count that spend toward goals they must meet. A verified list of certified carriers turns the incentive into a purchase order, with the registration to prove it.
- Georgia. Deduct 10% of payments to DOAS-certified minority subcontractors on state contracts from Georgia taxable income, up to $100,000 a year (O.C.G.A. § 48-7-38).
- South Carolina. Income-tax credit of 4% of payments to certified socially and economically disadvantaged small-business subcontractors on state contracts, up to $50,000 a year, for ten consecutive years (S.C. Code § 12-6-3350).
- Federal contracting. Primes file subcontracting plans and report spend with small, women-owned, service-disabled-veteran-owned, and HUBZone firms against government-wide goals (FAR Part 19). Freight moved by a certified carrier counts. Department of Defense primes can receive a 5% rebate on subcontracts to Indian-owned enterprises (DFARS 226.104).
